The draft law consisting of six chapters and 79 articles stipulates activities relating to information and technology (IT) application and development, measures to ensure IT application and development and the rights and obligations of agencies, organisations and individuals engaging in IT activities.

National Assembly (NA) deputies on May 23 heard a report from Chairman of the NA Commission for Science, Technology and Environment on readjustments to the draft Law on Information and Technology (IT)

The draft law consisting of six chapters and 79 articles stipulates activities relating to IT application and development, measures to ensure IT application and development and the rights and obligations of agencies, organisations and individuals engaging in IT activities.

Most NA deputies agreed upon the content of the draft law. However, some emphasised the need to clarify regulations on encouraging investment in IT application and development, State budget allocation for this key area and other priotised areas involved.

Deputy Nguyen Lan Dzung from the central highlands province of Dak Nong said IT is an area of primary importance to national development. Therefore, the IT Law should define how IT will contribute to increasing the country’s GDP. For example, Taiwan focuses on producing computers to provide for Japan, the US and India while the Republic of Korea targets the development of software production.

Deputy Nguyen Van Phat from the northern province of Thanh Hoa commented on the State management responsibility for activities relating to IT application and development. To make the management more effective, it is imperative to reinforce the management of local administrations at all levels such as People’s Committees and People’s Councils, Mr Phat noted.

Deputy Mai Anh from central Khanh Hoa province spoke of IT application in State agencies which he described as a movement but without sharing information. So, he said, the focus is only on establishing database for archive centre, leading to wastefulness.

Deputy Nguyen Van Nhuong from central Quang Binh province underscored the need to clarify the responsibilities of the State, society and schools towards the protection of children from accessing useless information.
NA deputies will discuss the draft Law on Cinematography in the afternoon.
