President Tran Duc Luong has congratulated newly-elected Costa Rican President Oscar Arias and wished his new government success in building an equal, prosperous and strong Costa Rica.

His greetings were conveyed by Vietnamese Ambassador to Panama Nguyen Xuan Luong when attending the swearing-in ceremony of President Arias for the 2006-2010 term held at the National Stadium in San Jose on May 8.

Also on this occasion, Foreign Minister Nguyen Dy Nien sent his congratulatory message to Costa Rican Foreign Minister Bruno Stagno.
