Focus should be on solutions for promoting the transfer of new technologies to help science and technology organisations and scientists further penetrate the technology market, says Director of the National Assembly Committee for Science and Technology and the Environment Ho Duc Viet.

The National Assembly (NA) Standing Committee discussed the draft law on transfer of technology in Hanoi on March 31.

Director of the NA Committee for Science and Technology and the Environment Ho Duc Viet said some points of view on building the draft law presented by Minister of Science and Technology Hoang Van Phong have not fully reflected the content of the draft law.

The draft law should make clear the rights and responsibilities of organisations and individuals in technology transfer activities, transfer services and the authorisation of State management agencies in registering contracts on transfer of technology. The feasibility of the draft law is not high as it fails to reflect the diversification of technology transfer activities. Policies on transfer of technology need to serve as a driving force for boosting transfer technology activities and developing the technology market, said Mr Viet.

Focus should be on solutions for promoting the transfer of new technologies to help science and technology organisations and scientists further penetrate the technology market.

Mr Viet also stressed the need to clarify the rights and responsibilities of organisations and individuals in technological evaluation and appraisal.
