The theme is “Solidarity, Dynamism, Creativity, and Emulation for the Fulfillment of Socio-Economic Development Goals dung the 2011-2015 period”.  

Present at the event will be 1,500 delegates from the patriotic emulation movements from ministries, government agencies, the Vietnam Fatherland Front, as well as central and local organisations.

The most senior delegate is Professor Vu Khieu, 94, and the youngest is 10-year-old Tran Ngoc Diem, who is in 5^th grade at Nam Thanh Cong primary school, Hanoi.

The congress will review the activities of the emulation patriotic movements and the state policies on rewards over the past five years. It will also highlight exemplary behaviour and discuss ways of improving the quality of patriotic emulation and rewards for the 2011-2015 period.

The congress will launch more patriotic emulation movements nationwide.
