The 5th National Party Congress took place in Hanoi from March 27-31, 1982, and outlined major targets and orientations for national socio-economic development between 1981 and 1985 in line with the two strategic tasks of building socialism and defending the Socialist Republic of Vietnam.

The congress brought together 1,033 delegates representing more than 1.7 million Party members across the county and 47 international delegations.

The congress vowed to press ahead with the revolutionary path towards socialism and a plan to develop a socialist-oriented economy as envisioned at the 4th Party Congress. It mapped out socio-economic strategies, development plans, orientations, policies and measures appropriate to different phases of the country's long-term development course.

Delegates passed the revised Party's Statute and elected the new Party Central Committee comprising 116 official members and 36 alternate members. The new Party Central Committee elected a Political Bureau with 13 members.
Le Duan was re-elected as General Secretary.

After the congress, the Party Central Committees (PCC) convened 11 conferences to assess the real situation and work out specific plans and measures to direct all the activities of the Party and State.

Among these sessions, the PCC's eighth conference held in June 1985 displayed a great change in the Party's line of thinking.

Convened in the context of poor national economic performance, the eighth session, which focused on the issues related to pricing, salaries and currency, decided to eliminate the centrally planned, bureaucratic, subsidy-based mechanism and initiate socialist-oriented economic and business accounting to boost the effectiveness of production and business.

Party General Secretary Le Duan died in July 1986 and was replaced by Truong Chinh after a vote was held by the Party Central Committee.
