National Assembly (NA) deputies on May 19 heard a report from Chairman of the NA Commission for Social Affairs Nguyen Thi Hoai Thu on adjustments to the draft Social Insurance Law and discussed a number of different opinions on the draft law.

The draft law, consisting of 11 chapters and 141 articles stipulates social insurance policies, and the rights and responsibilities of labourers, organisations and individuals participating in social insurance. It also covers regulations on social insurance organisations, social insurance funds, social insurance procedures and State management of social insurance activities. Regulations not applicable to health care, deposit insurance and different kinds of business insurance are also covered.

Under the draft law, labourers that must be involved in compulsory social insurance are Vietnamese citizens, separated into six categories: people working under time-indefinite labour contracts; people working under labour contracts with a full period of three months or more; State employees; national defence workers and people’s police; and professional soldiers and military officers.
