Vietnam and France have agreed to promote their traditional friendship and multifaceted cooperation to build an exemplary partnership between a developed country and a developing country.

The agreement was reached during talks in Hanoi on July 28 between Chairman of the Vietnam National Assembly Nguyen Phu Trong and visiting French Senate President Christian Poncelet. 


Mr Trong recalled his visit to France in June 2008 and affirmed that the traditional ties between Vietnam and France have developed well. He said that the two countries have great potential for cooperation in their development process.


Mr Trong highly valued France’s assistance in many fields, especially in oil and gas exploitation, education and training, science and technology, infrastructure construction and transport development.


“Vietnam wants to learn from France’s advanced technology in farming and husbandry to develop production and protect the environment,” said Mr Trong.


He asked France to share its experience in management and development, particularly in the financial and banking services, the stock market and the fight against inflation. He also urged France to increase decentralised cooperation with many other Vietnamese localities besides big cities. Currently, 52 French provinces and regions have developed cooperation with 54 Vietnamese localities. 


For his part, President Poncelet praised Vietnam’s achievements in the Doi Moi (Renewal) process, saying he has closely followed every new development in the Southeast Asian nation.


He said that in the face of global complications, the two countries should strengthen cooperation in tackling global issues such as the food and energy crises to achieve sustainable development.


The French Senate President suggested that in addition to hydropower, Vietnam develop other energy sources including wind and solar energy to meet the increasing demand of the national economy. He called for closer bilateral cooperation in health care, water supply, wastewater treatment and child adoption. 


He praised Vietnam for its strong opposition to the use of nuclear energy for military purposes at the United Nations Security Council. He affirmed that France, which is holding the European Union presidency, will help Vietnam expand multifaceted cooperation with the EU and actively lobby for recognition of Vietnam as a market economy.


Both host and guest affirmed the two countries’ determination to increase the exchange of visits to promote mutual understanding and share experience, while coordinating closely at regional and international forums.
