Mobilising all resources for socio-economic development

Vietnam should mobilise all resources and take advantage of foreign capital for development, said Deputy Prime Minister Vu Van Ninh on the sidelines of the first session of the 13th National Assembly.

Asked about new assignments, Mr Ninh said the 11th National Party Congress identified three strategic breakthroughs, focused on comprehensive infrastructure development to create favourable conditions for production and daily life. The State plays an important role in attracting all resources by putting policies and mechanisms well in place and creating conditions for all economic sectors and citizens to take part in investment. In other words, there should be a public- private partnership. 

It is important to take advantage of foreign capital to invest in essential fields. But, capital must be invested in proper fields of activity and projects to ensure the national financial security. In addition, the State should have open and transparent mechanisms to save money for investment development, Mr Ninh said.

Regarding tax policies, Mr Ninh said tax is one source of State revenue collection. The bottom line is that tax policies aim to promote production and trading and do not cause difficulties for businesses and citizens.

The tax strategy in the next 10 years will be focused on helping businesses and people to put aside money and invest more in expanding their business and production operations for the benefit of long-term tax collection scheme, Mr Ninh said.

He noted that the Government is confronted with both advantages and challenges which cannot be addressed overnight. The Government needs to map out a comprehensive roadmap with suitable solutions.
