Opinion given by delegates from provinces and cities throughout the country stressed the need to continue boosting socio-economic development, devise effective anti-corruption measures and discuss private economic operations of the Party members.

Delegates to the 10th National Party Congress on April 19th continued discussing issues raised in the 10th Party Congress’ political report.

Secretary of the southern Bac Lieu provincial Party Committee Phan Quoc Hung said most delegates have taken much interest in Party building, particularly matters relating to anti-corruption and negative phenomena. Despite the issuance of many documents on combating negative phenomena and great determination from the Political Bureau and the Party Central Committee’s Secretariat, many serious corruption cases have been detected in recent times. They said it is imperative to clarity the responsibilities of Party organisations in the fight against corruption.

Secretary of the southern An Giang provincial Party Committee Nguyen Hoang Viet said the conclusion of issues in the political report was very useful for Party building work in An Giang, in which the focus should be on raising the leadership capacity and combativeness of local Party organisations at the grassroots levels.

In addition, personnel organisation, especially the nomination of senior officials to key positions should be secrutinised. Nominated cadres must be capable and highly responsible in their duties.

Regarding some recent violations due to mismanagement of personnel organisation, Mr Viet said there are some problems in the management of Party members. Regarding Party capacity building, there should be renovation and proper regulations for Party members who are working in different fields. Thanks to such activities, wrongdoings in party units can quickly be discovered. “In An Giang province, we can only control good Party members and it is difficult for us to control negative ones”, he said.

Regarding economic development, Finance Minister Nguyen Sinh Hung said the congress plans to bring Vietnam out of its underdeveloped status. The most important thing is to increase average income per capita to US$1,000. Economic growth should reach 8 percent and the poverty rate should also be reduced by 10 percent by 2010. “To reach the targets, we should mobilise strength of the whole nation”, Mr Hung said, adding that there are a lot of challenges in the coming years. Challenges outside the country include instability of political factors and the global economy while challenges inside the country comprise the corruption and the leadership capacity of the Party. “We should mobilise forces to overcome such challenges to achieve the targets set by the congress. To ensure sustainable development, we should focus on reducing poverty and eliminate hunger”, Mr Hung said.

Delegates will continue debating and giving opinions on the documents during the afternoon.

Overseas Vietnamese in Laos enjoy CPV Congress broadcast

A large number of overseas Vietnamese living in Laos gathered at the Chalonsay Hotel in Vientiane on April 18 to watch the broadcast of the opening session of the 10th Congress of the Communist Party of Viet Nam (CPV).

Khamchan Siphanthoong, a Lao businessman of Vietnamese origin in Vientiane, said that after 20 years of implementing the national renovation policy, the CPV has led Vietnam out of its economic crisis to move towards continued development. The Party has implemented policies to encourage overseas Vietnamese communities to look towards the home country, he added.

He said he believes that the 10th Congress of the Communist Party of Vietnam will select suitable guidelines for the new development of the Vietnamese Revolution and select capable representatives for the 10th Party Central Committee.

Khamchan Siphanthoong expressed his hope that the Vietnamese Party and State would pay more attention to overseas Vietnamese communities, including Vietnamese living in Laos, thus strengthening the special friendship and solidarity between the two nations.

Overseas Vietnamese in China believe 10th Party Congress will boost Vietnam’s development

Overseas Vietnamese in China are closely following the progress of the 10th National Congress of the Communist Party of Vietnam.

An Overseas Vietnamese in Beijing Nguyen Thieu Quang said, “Although we are away from home we always look forwards to the homeland. We are very happy to know that the 10th National Congress of the Communist Party of Vietnam is being held in Hanoi. This is a significant political event and we believe that Vietnam will gain new progress in its development process as well as its efforts to improve Vietnamese people’s living standards.”

Nguyen Kim Dzung, an overseas Vietnamese living in Nanninh City, Guangxi province, also expressed his delight at the country’s achievements. He said, “I often read news on Vietnam and the Party Congress on the Internet. First of all, on behalf of Overseas Vietnamese in China, I hope the congress will be successful and devise new policies to develop the country into a stronger and more prosperous nation. We are preparing to establish the overseas Vietnamese Club-House, which will teach overseas Vietnamese children how to speak Vietnamese.”
