Northern Bac Ninh province has become Vietnam's first e-government province with the application of electronic monitoring systems at its agencies and organisations.

Since beginning its massive information technology (IT) application programme three years ago, Bac Ninh province has so far connected 21 local-area networks (LAN) at departments and seven at districts and towns and completed a network using optical cable among departments and the province's Data Integration Center.

Through LANs, cable and wireless transmission lines, local administrative agencies can directly connect with the Data Integration Centre for free, said Nguyen Huu Mao, Vice Head of the Bac Ninh IT Steering Committee.

Bac Ninh province is also the first locality in the country to release a public geographic database on its website, including land maps of 125 communes and towns, providing the local people with clear information on the province's land situation.

Besides, the province has effectively implemented the Internet programme at schools and models of communal post offices with Internet connection. As many as 148 communal post offices in the province are now connected to the Internet.

As farmers account for 70 percent of the province's total population, the people's awareness of IT benefits is still limited, Mr Mao said, noting that even enterprises have failed to pay proper attention to IT application into business and production.

To cope with the situation, Intel Vietnam has established an office to help people in northern Bac Ninh province improve their IT awareness and skills and increase the provincial agencies' and businesses' capability in assessing the electronic management system.

Intel Vietnam General Director Than Trong Phuc said that his company will work with the provincial authorities in finalising the building of Bac Ninh into an e-government province. This is part of the company's "Digital Southeast Asia Vision" programme which is being carried out to enable breakthroughs in IT application for authorities of all levels, departments, sectors, businesses and educators in the region.
