Tasks set for the remaining months of this year are weighty and challenging for the development and integration process but opportunities and advantages are on the horizon, said National Assembly (NA) Chairman Nguyen Phu Trong at the third session of the 12th NA which closed in Hanoi on June 3.

Prior to the closing session, NA deputies passed the Law on amendments and supplements to some articles of the Law on Vietnam People’s Army Officers, the Law on amendments and supplements to some articles of the Publishing Law, a resolution on the implementation of legal policies to increase the quality of healthcare for people and a resolution on socio-economic issues in 2008.

 

Earlier in the morning, the NA also adopted six laws including the Law on Value Added Tax (revised), the Law on Enterprise Income Tax (revised), the Law on amendments and supplements to some articles of the Law on Oil and Gas, the Law on Atomic Energy, the Law on Red Cross Activities and the Law on amendments and supplements to some articles of the Law on Drug Prevention and Control.

 

In his closing speech, Mr Trong said that despite undergoing a large volume of work involving a host of important matters, most of the burning issues were dealt with in a democratic and frank manner. Worthy of note was that NA deputies contributed many heart-felt opinions, which reflected the national situation and people’s aspirations.

 

Mr Trong called on people at home and abroad to uphold the spirit of patriotism and solidarity, overcome all difficulties and fulfill all the set targets, thus successfully implementing resolutions adopted at the 10th National Party Congress and NA resolutions.

 

Top priority should be given to curbing inflation, reducing the trade deficit, stabilising market prices and the macro economy, social welfare, supporting the poor and maintaining economic growth at a reasonable level in order to ensure sustainable development in the coming years, said Mr Trong.


The National Assembly approved the final report on the State Budget for 2006 and issued a resolution to deal with issues after the trial implementation of vocational training and job creation for drug users who have undergone detoxification in Ho Chi Minh City and other cities and provinces.


The NA approved 11 draft laws and one resolution, including the Law on State Property Management and Use, the Law on Property purchase and Requisition, Law on Value Added Tax (revised), the Law on Atomic Energy, the Law on Red Cross Activities, the Law on the Issuance of Law-Regulated Documents (revised), the Law Enterprises Income Tax (revised), the Law on amendments and supplements to some articles of the Law on Drug Prevention and Control, the Law on amendments and supplements to some articles of the Publishing Law, the Law on amendments and supplements to some articles of the Oil and Gas Law, and a resolution to allow foreigners to buy an own houses in Vietnam.


The NA got opinions for seven other draft laws to be approved at the next session. It issued a resolution on accelerating the implementation of social and legal policies to improve the quality of public health care.


The NA also approved a resolution on adjusting administrative borders between Hanoi and Phu Tho, Binh Phuoc and Dong Nai provinces and some other important issues.


Concluding the NA session, Chairman Nguyen Phu Trong urged the Government, People’s Supreme Court, People’s Supreme Procuracy, the Vietnam Fatherland Front, and relevant ministries and agencies to strictly implement approved laws and resolutions, strengthen supervision activities and improve the effectiveness of the whole political system and citizenry in overcoming difficulties to construct and develop the country.
