President signs revised Constitution into law

(VOV) - State President Truong Tan Sang on December 8 signed to promulgate the revised Constitution and a resolution guiding the enactment of the new Constitutional amendments.

The revised Constitution, adopted at the recent 6th National Assembly session, is a legally binding political document of paramount importance – the governing law of the Socialist Republic of Vietnam during the process of accelerating comprehensive reform and international integration.

The document, which inherits the previous Constitutions, institutionalises the Communist Party of Vietnam’s programme for national construction in the transition to socialism.

It strongly asserts the sovereign will of the people and the aggregate strength of the great national unity bloc. It affirms the Socialist Republic of Vietnam is an independent and sovereign nation with territorial integrity, and that the Socialist Republic of Vietnam is the State of the people, by the people and for the people.

The Constitution clarifies that the Communist Party of Vietnam is the leading force of the State and society, which is closely connected with the people, serves the people and is put under the people’s supervision. It is fully accountable and responsible for the decisions it makes.

The Constitution also upholds basic human rights and civil obligations. It clearly and comprehensively defines the country’s political system, economy, culture, education, science-technology and the environment; national defence; the State apparatus and the duties and authority of its agencies; as well as the Constitutional effect and amendments.
