Travelling more than 60km of rocky and hilly road in heavy downpours from Cao Bang town, we arrived in Trung Khanh district - a revolutionary relic - one day in late May 2006. Prolonged torrential rains during the past few days had brought a little sadness and tranquillity to this mountainous area.

We were welcomed at the headquarters of the district Party Committee, which was being refurbished. Our talks with Nong Van Chan, Secretary of Trung Khanh district Party Committee became more exciting when discussing the district’s socio-economic development targets.

With the three ethnic groups of Kinh, Tay and Nung, of which the Tay ethnic group makes up 67 percent of the population, Trung Khanh has many opportunities to develop the local economy, including the Pu Peo bordergate, which borders China. Recently, the district called on investors to build markets and a road leading to the bordergate. According to Mr Chan, once the project is completed, the bordergate will boast approximately 400 stalls, creating conditions for people of the two countries to increase trade exchanges.

Trung Khanh is also rich in minerals. According to estimates, Cao Bang province has the largest manganese mine in Vietnam, of which Trung Khanh makes up the larger part. However, the exploitation of this resource has not resulted in high economic efficiency because the district only exports raw manganese to China.

With State investment, Trung Khanh built three manganese processing factories in Phong Chau, Ngoc Khe and Thong Hue communes. According to Mr Chan, the factory in Phong Chau commune is taking shape and will be put into operation very soon. By the time these factories will create more than 1,000 jobs for local people, excluding other services.

Mr Chan said these plants will help change the working style of local people who live on agricultural production and forest products.

Apart from having a bordergate economy and mineral potential, Trung Khanh voasts a fine prospect of tourism development thanks to its historic and natural landscapes such as Ban Gioc Waterfall and Nguom Ngao Cave.

However, this potential has not been fully tapped. Ban Gioc Waterfall Tourist Resort has not taken shape due to poor investment. Not far from the resort, the national relic of Nguom Ngao Cave, which has beautiful limestone and multicoloured stalactites stretching along the 2,144m cave, has not received proper investment. Mr Chan hopes that the cave will become a tourist attraction to foreign visitors if more investment is poured into it.   

In terms of the district’s development orientations in the coming time, at the recent 17th Party Congress, the district Party Executive Committee built key programmes of action in the hope of creating breakthroughs in crop restructuring with a focus on developing livestock breeding, mostly cow herds.
The district will establish cow raising co-operatives and call on other economic sectors to invest in cow raising.

In the coming years, Trung Khanh will strive to earn VND18-20 million/hectare of agricultural cultivation thanks to crop restructuring. It will implement a pilot project to raise revenue to VND30 million/hectare and draw lessons to replicate the model in the coming years. For cash crops, the district will develop maize, tobacco and soybean, particularly during the winter crop. Mr Chan said a pilot project to develop tobacco was implemented in the district, and local people earned VND15 million/hectare under maize cultivation. 

Leaving Trung Khanh in heavy rains, we thought of the future positive changes on the revolutionary land, hoping that with the strong determination of the district’s Party Committee and local people, as well as proper development policies, Trung Khanh will fully tap its internal socio-economic development strength in the coming years.
