Changes in National Assembly’s Q&A

(VOV) - The 13th National Assembly (NA) convened an unprecedented question-and-answer session on Monday in which deputies can ask any cabinet member about issues in the area of their management. At the end of the Q&A session, the Prime Minister will clarify related issues and respond to queries. 

The Q&A session that will take place during the next two and a half days is the last Q&A session of the 13th National Assembly. The session will evaluate the National Assembly resolution on the government management of the socio-economic situation, culture, national defense and security.

The deputies will review the performance of the government, the Supreme People’s Court, and the Supreme People’s Procuracy and their fulfillment of commitments they made at previous Q&A sessions. The deputies will also discuss lessons learned to improve the NA’s oversight activities.

Reforming Q&A format

At the 10th session, the National Assembly will not select any specific cabinet members or issues for questioning like it did in the previous session. After hearing the government and relevant agencies report on their implementation of NA resolutions, the deputies will discuss issues of their concerns. The Q&A session will also aim to clarify the responsibility of Ministers and chiefs of sectors on issues that have and haven’t been addressed during the 13th tenure. Every cabinet member must attend the Q&A session to answer the deputies’ queries.

Head of the National Assembly Office Nguyen Hanh Phuc said “Ministers must report clearly on their implementation of NA resolutions and which issues they will not be able to address during their tenure, and explain why they could not handle those issues. After the Q&A session, the NA will issue a resolution for the next tenure to follow up on undone tasks in the 13th tenure. This is a change in the NA’s activities”.

Diversification of Q&A issues

The Q&A session will review the fulfillment of commitments the government has made since the beginning of the 13th tenure. This will be a lot of work. The deputies will base their questions on supervision reports and Q&A sessions during the 13th tenure.

Nguyen Tan Tuan from Khanh Hoa province said “I’m concerned about development investment. If we continue scattering the state budget, our investment will be less effective. We need to ensure social security, especially for vulnerable people. I hope that the ministers will find practical ways to increase funding and ensure social security in the near future”.

By changing the form and content of the Q&A session, the National Assembly hopes to improve its ability to meet voters’ expectations.
