Many members of the National Assembly’s External Relations Committee  said on July 8 that labour exports, which are part of a major socio-economic issue, still lack strategic planning and organization.

“Poor performance in this domain has put many guest workers at risk,” said NA deputy Nguyen Thi Bach Mai.

The Ministry of Labour, Invalids and Social Affairs reports that nearly 250,000 workers were sent abroad from 2006-2008, raising the total number of Vietnamese workers in foreign markets to more than 500,000. Vietnamese workers are now working in 40 nations and territories in more than 30 various kinds of jobs.

However, only half of the guest workers have received training before being sent overseas. The number of workers winning contracts in the hi-tech industry is very low and Vietnamese guest workers have been offered very low salaries overseas. The number of trained workers in rural areas currently makes up only 19 percent of the total.

Nguyen Lan Dung, a well-known NA deputy, said that the government’s annual spending of VND8 billion on training farmers should be allocated to vocational training and foreign language teaching.

Most members of the External Relations Committee agreed that vocational training is a crucial issue, which will provide a workforce with diverse skills that is able to meet international demands.

The Ministry of Labour, Invalids and Social Affairs has proposed that the government issue a policy to provide preferential credit for enterprises that invest in training workers and for those taking training courses to work abroad.
