Vietnamese police on February 11 took into custody two former officials of the East-West Highway and Water Environment Project Management Unit (PMU) in Ho Chi Minh City, who allegedly got involved in a graft scandal of the Pacific Consultants International (PCI).

Huynh Ngoc Sy, former director, and Le Qua, former deputy director of the PMU, were detained on the charge of power abuse, said the Investigation Police Agency under the Ministry of Public Security. 

The agency also raided Sy’s house in Precinct 3 and Qua’s house in Precinct 7 for more proof. 

The arrest was made following initial conclusions by the Tokyo District Public Prosecutor's Office which found Japan’s PCI executives had bribed Huynh Ngoc Sy to win a highway contract.

On February 9, the Investigation Police Agency decided to prosecute Sy and Qua on the charge of power abuse according to Article 281 of the Criminal Code. The same day, the agency issued an order to take the two into custody for further investigations. The order was executed on February 11.

While in power, Sy and Qua allowed several PCI executives to rent the PMU building to open a PCI representative office and appropriated tens of thousands of US dollars worth of rent.

The East-West Highway project began in 2005, with a total investment of VND9.8 trillion (US$616.5million), including VND6.3 trillion (US$399.6million) from the Japan Bank for International Cooperation.
