The Vietnamese government on April 11 issued a decree on the application of information technology (IT) in government agencies.

The move is seen by observers as a way to speed up administrative reform, safeguard information and ensure transparency of their operations.

Ministries, ministry-level agencies, People’s Committees at all levels and non-productive establishments that draw funds from the State budget are all subject to the decree.

The document set out specific regulations on the use of IT in internal operations of State agencies as well as in relations between government agencies and organisations and individuals.

The document stipulated that the provision and exchange of information relating to secrets of State, businesses and individuals must be conducted in line with existing laws.

According to the decree, individual information posted to the Internet by government agencies must be protected.
