The Vietnamese Government hopes the mid-term Consultative Group (CG) Meeting for Vietnam will create an open and frank forum so that official development assistance (ODA) in Vietnam is managed and used efficiently, thus actively contributing to the successful implementation of the country’s socio-economic development plan in the 2006-2010 period, says Deputy Prime Minister Pham Gia Khiem.

Speaking at the meeting in Nha Trang city of central Khanh Hoa province on June 9, Mr Khiem expressed his deep gratitude to the Governments and people of donor countries for their co-operation and the valuable assistance extended to Vietnam in its socio-economic development. Vietnam’s successes have been recognised by the international community and are attributed to the tremendous efforts of the Vietnamese people and the whole-hearted support of friends around the world, he said.

 

According to the Deputy PM, the meeting is taking place at a significant moment. The 10th National Party Congress has just successfully concluded and adopted major orientations for national development in the coming period. The National Assembly is expected to approve the five-year socio-economic development plan 2006-2010 at its current session in Hanoi. Many important laws needed for the country’s reforms, socio-economic development and international economic integration have been fulfilled and will be enacted for implementation. With tremendous efforts, Vietnam has completed the extremely important task of concluding bilateral negotiations for its accession to the World Trade Organisation (WTO) with all partners. The country is also actively preparing for the upcoming APEC Summit to be held in Hanoi this November.


He also noted that together with the accession to the WTO, the next few years will be a turning point for Vietnam to integrate into the world in accordance with international commitments under an active and practical roadmap. This requires the country to further promote reforms, improve institutional and legal frameworks, enhance competitiveness, create a liberal and healthy investment and trade environment, develop human resources in both quality and quantity, strengthen forecast capacity to address post-WTO issues, and fulfill obligations as an official member of the WTO.

“We undertake to investigate and handle corruption cases in a timely and open manner. Recent corruption cases are under investigation and will be severely dealt with. No one is immune. We will make public the conclusions once the inquiry is completed,” said Deputy PM Pham Gia Khiem.

The Deputy PM said one of the top priorities of the Vietnamese Party and Government is to accelerate administrative reforms, enhance the effectiveness of State management, increase transparency in policy making and take resolute measures to prevent and fight corruption. It is imperative for us to strictly implement the Anti-Corruption Law adopted by the National Assembly recently and achieve tangible results in the immediate time. It is also the strong and persevering determination of the State and people of Vietnam to take more resolute measures to combat corruption.

Together with the adoption of concrete programmes of action, Mr Khiem said Vietnam will strengthen the monitoring and inspection of project implementation. The Government has instructed relevant Ministries and agencies to review the management and use of the State budget, including ODA, in order to develop timely solutions for strengthening the management and effective use of this valuable source of capital. In this process, ODA management, inspection and monitoring mechanism will be given special attention

The Vietnamese Government would like to emphasise the urgent need to improve the quality and efficiency of ODA mobilisation and use in the next five years. The Government is committed to raising aid effectiveness in line with the Hanoi Core Statement, which is being actively implemented by Government agencies and donors, Mr Khiem said.

At the 2005 CG meeting in Hanoi last December, donors committed approximately US$3.7 billion for Vietnam’s development and poverty reduction programmes.

At the meeting, the Vietnamese Government and donors exchanged views on Vietnam’s socio-economic development, measures to boost economic growth and ODA disbursement, with the aim of improving efficiency in the use of ODA for economic growth and poverty reduction in Vietnam. They also discussed solutions for implementing Vietnam’s socio-economic development goals in the second half of 2006 and measures to fulfill Vietnam's 2006-2010 Socio-Economic Development Plan (SEDP).

 

In the morning, donors evaluated Vietnam’s progress in granting licenses to foreign-invested projects, inflation control and other related issues. 

Minister of Planning and Investment Vo Hong Phuc, World Bank country director Klaus Rohland, and senior officials from ministries, agencies and international donors for Vietnam attended the meeting, which closes on June 10.
