State President Truong Tan Sang on December 11 praised the northern mountain province of Ha Giang for its impressive socio-economic achievements in 2011.

Despite national and local difficulties, the province has achieved an economic growth rate of 13 percent, almost doubling the national figure. Its economy has shifted towards reducing the agricultural production ratio in GDP.

Forty of its communes have registered to take part in a pilot programme on a new agriculture and rural development model for the 2011-2015 period. A government programme to build lakes has proved effective, helping supply safe water to highlanders.

In addition, Ha Giang has suspended ineligible projects using State capital, while investing in forestation projects in four mountain districts to improve the ecological environment.

At a working session with provincial authorities, Mr Sang acknowledged the efforts Ha Giang has made in integrating and implementing poverty reduction and vocational training projects, generating jobs for local people.

He suggested that the province encourage people from all social strata to engage in the pilot programme to build new rural areas in the coming years.

To maintain high growth, he said the province should invest in personnel training, develop tourism services, support locals in accessing bank loans and help them expand market outlets.

According to the State President, the provincial trade sector should seek commodities from provinces and cities to increase its exports and budget revenue.

He asked Ha Giang to cut the poverty rate in half by 2015.

During his stay in Ha Giang, President Triet visited the Lung Cu Flag Post in Dong Van district – a project symbolising national sovereignty in the northern polar region of Vietnam – and presented gifts to poor households in remote communes.
