Vietnam considers the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) as a foundation for the global mechanism to prevent the development of nuclear arms, said Ambassador Pham Quang Vinh.

Vinh, who is also deputy head of the Vietnamese mission to the United Nations, made the statement at a meeting of the UN Disarmament Commission (UNDC) in New York on April 5.

The Ambassador said those countries possessing nuclear arms must implement the 64-point action plan of the 2010 NPT Review Conference final document.

He emphasized the important role of the UN disarmament conference and called for a comprehensive plan of action to deal with this issue as soon as possible.

Countries should work together to implement the Comprehensive Nuclear-Test-Ban Treaty (CTBT) following detailed schedules. Urgent negotiations on nuclear disarmament and nonproliferation should be conducted to prevent a nuclear war and stop the nuclear arms race, Vinh said.

On the right of countries which use nuclear energy for peaceful purposes, the diplomat said Vietnam recognizes all multilateral treaties on banning mass destruction weapons and is committed to making active contributions to UN disarmament agencies.
