Better governance is needed to adequately address Vietnam’s environmental concerns, according to the World Conservation Union’s new plan on balancing Vietnam’s economic and environmental demands.

The World Conservation Union (IUCN) launched its strategic framework for Vietnam for the 2007-2010 period in Hanoi on June 7. Titled “Finding the Balance in a Changing World”, the framework was developed keeping in mind Vietnam’s sustained economic growth and emerging awareness of the potential impact of climate change.

 

The union, which includes government members, focused on four key areas in its framework, including governance, environmental planning, environmental services and climate change.

 

This framework was not developed as an operation plan but aims to align the union’s Vietnam programmes with the Government’s plans.

 

However, it also sought to provide guidance for organizations working on sustainable development in Vietnam.

 

Governance lies at the center of the framework. An IUCN representative said the union was committed to strengthening overall governance within Vietnam’s key sectors and supporting a multi-stakeholder approach that gives power to those who are dependent on natural resources, especially rural communities and disadvantaged groups.

 

The framework’s plans on environmental planning addressed the issue of “greening” up the development agenda and mainstreaming the environment into relevant plans and policies. This builds upon the existing efforts by the union’s Vietnam branch to harmonize development and conservation as well as supporting the effective use of available resources. The integration of environmental planning tools into the development process was a critical part of this approach, said the IUCN.
