NA passes resolution on State budget allocation for 2017

Deputies adopted a resolution on State budget allocation for 2017 with 82.15 percent of approval votes during the ongoing second session of the 14th National Assembly in Hanoi on November 14. 

According to the resolution, the total State budget revenue is estimated at VND729.73 trillion (US$33.1 billion) while the spending is VND902.03 trillion (US$41 billion), more than VND254.63 trillion (US$11.57 billion) of which is for local budgets. 

The government asked the ministries, agencies and local authorities to report the outcomes of budget allocation in line with the Law on State budget and requested prioritising capital into projects of national significance, urgent projects being invested, housing for ex-revolutionaries, public-private partnership projects, and corresponding capital for those using official development assistance. 

The NA Standing Committee, the NA’s Finance-Budget Committee, Ethnic Council and other committees, and lawmakers are responsible for monitoring the effort. 

Discussing the draft Law on irrigation, a majority of deputies underscored the need to issue the law, saying that it should reflect the Party and State’s stance on irrigation activities and orientations to the development of irrigation infrastructure until 2020. 

Several opinions called for switching mechanisms on irrigation fees to irrigational service prices to ensure the effective use of irrigational works and save water. 

Deputy Nguyen Lam Thanh from the northern mountainous province of Lang Son proposed making a report on the socio-economic impacts on current irrigation works, capital for maintenance, and forecast on water demand. 

Deputy Dinh Thi Phuong Lan from the central province of Quang Ngai suggested the government devise a roadmap and supplement criteria for the classification of irrigation works used for different purposes. 

Lawmakers also gave their feedback on the safety of irrigational works, irrigation strategy and planning, among others.
