“We must frankly acknowledge Uncle Ho’s warning that “One nation, one Party and each person might be great and attractive yesterday, but will not always win people’s love and praise today and tomorrow once the conscience is not clear, and slides into individualism,” said Vu Quoc Hung, a Party delegate from northern Phu Tho province in his report at the 10th Party Congress.

Mr Hung said he agrees with assessments of the virtue and lifestyle of Party members as mentioned in the political report, that most cadres and Party members have brought into full play their vanguard, dynamic and creative roles.

Degrading morality and lifestyle has led to bureaucracy, corruption, and among a certain number of Party members.

First, degrading morality and lifestyle among Party members is becoming more intense and causing wastefulness and corruption not only in the economic area but also in all sectors and branches.

Second, opportunism and individualism tends to increase among young party members and even some key government officials. In a report on Party building work at the congress, the central leadership said some officials resort to every means to obtain higher education and promotion so that they can work longer to enjoy privileges and bonuses.

Third, some party members and officials seem to have talked much more than they do and their behaviours are in sharp contrast to the Uncle Ho’s teachings.

Fourth, some officials are afraid of hearing the truth and like to report achievements rather than shortcomings. Bureaucracy is taking place in many places. The recent PMU 18 scandal is testimony to the corruption and degradation of certain party members and key officials.


Fifth, corruption has caused serious consequences, including losses in State property and capital. Official harassment at public agencies is occurring seriously in many sectors and areas, causing indignation in society and deteriorating investors’ trust in the investment environment. Political, ideological and lifestyle degradation in a segment of cadres and Party members is one of the key causes reducing people’s trust in the Party and State, barring the progress of the Renewal process and threatening the existence of the Party and the regime.

Regarding solutions, Mr Hung said, Party organisations should be aware of the seriousness and risks of such degradation towards national stability and development. They will then show high political determination from the central to the grassroots level to crack down on these negative phenomena by appointing virtuous and competent cadres to the right positions, as well as heightening their responsibility in State agencies.

He stressed the need to pay due attention to political, ideological and lifestyle education for cadres and Party members, particularly those who are heads of State agencies. In addition, Party members must be close to the people and pioneers in curbing degradation within the Party, as well as other negative phenomena such as bureaucracy, corruption, and wastefulness.
