Under the new regulations, people who apply for a visa, without passport, must have their fingerprints scanned by a digital camera and be photographed when they submit their applications.

Visa applicants are requested to have fingerprint scanning done at the French Embassy in Ha Noi or the French Consulate General in Ho Chi Minh City.
