Prime Minister Nguyen Tan Dung signed a decision on August 14 to allocate VND26 billion from the State budget reserve to assist seven northern mountainous provinces to recover from the impact of recent heavy downpours and flash floods.

Accordingly, Tuyen Quang, Ha Giang and Lai Chau provinces will receive VND5 billion each, Lao Cai, Yen Bai and Dien Bien provinces VND3 billion each and Lang Son VND2 billion.

Heavy downpours and flash floods have killed and injured dozens of people in the five provinces of Quang Ninh, Yen Bai, Cao Bang, Lao Cai and Lai Chau, according to the Steering Committee for Flood and Storm Prevention and Control. Chan Nua commune in Lai Chau province alone reported six deaths.  

The natural disaster submerged more than 1,100 houses and 1,700 hectares of rice and subsidiary crops, and severely damaged irrigation and transport works.

Over the past two days, heavy rains have also poured into central provinces of Thanh Hoa, Quang Binh, Quang Nam, and Da Nang, inundating many road sections, disrupting traffic flows and causing general difficulty in day-to-day existence.

Meanwhile flood threats are endangering lives and infrastructure systems in the Central Highlands province of Dak Nong and the southern province of Dong Nai 

Heavy rains also caused the water level in the Dak Nong River to rise 0.8m higher than the third alert mark. Local authorities have reported that hundreds of households on the river’s banks in Gia Nghia town have to move to higher ground after some houses became submerged under two metres of water.

In Dong Nai province, the water level surpassed the third alert mark by 0.41m. in Bien Hoa city, the heart of the province, the water level is teetering at the first alert level.


According to the local weather forecast bureau, rains will continue upstream of the southern Central Highlands provinces, therefore, the water level in Dong Nai river may continue to rise. 
The flood season in the southern region starts late July and finishes late September.
