After a minute's silence in memory of the dead victims in the Can Tho bridge disaster, cabinet members heard Minister of Transport and Communications Ho Nghia Dung's report on the accident and the subsequent, rescue work; and the Ministry of Agriculture and Rural Development's report on the situation in storm-hit localities and measures to overcome the aftermath of Typhoon Lekima.
 

The cabinet members gave opinions and reached unanimity on the draft government plan of action to implement the 5th Party Central Committee’s Resolution on administrative reform.

They also contributed opinions to the draft Law on Issuance of Legal Documents (revised), the draft Law on Public Investment, the draft Ordinance on Defence Industry and the draft Ordinance on amendments and supplements to a number of articles of the Ordinance on Maritime Police.

For the draft Law on Public Investment, PM Dung asked the drafting department to sum up cabinet members' opinions to clarify the scope of the law.

The government also reviewed the socio-economic situation, the domestic market and export-import activities in September and the first nine months of this year. Even though the country faced many difficulties caused by bird flu, droughts, and increased petrol prices, it maintained a high economic growth level, with a GDP growth rate of 8.16 percent, in which the agro-forest-fishery sector increased by 3.02 percent; industry and construction, by 10.15 percent; and services, by 8.54 percent.

The government made comments on the Government Office's report on Project 112 on computerisation of State administrative management, the Ministry of Internal Affairs' report on administrative reform, and the Government Inspectorate's report on corruption prevention and combat in September and the third quarter of this year.

PM Dung agreed with the Government Office's recommendation to hand over the project's staff and results to the Ministry of Information and Communications.

Concluding the meeting, PM Dung said that the country has made encouraging progress and achievements in socio-economic performance in the first nine months of this year. More efforts should be made in the remaining three months of the year to obtain this year's targets, he added.

He also pointed to shortcomings and weaknesses, leading to trade deficit, inflation, slow disbursement of capital and traffic jams in major cities.

The PM asked relevant ministries, branches and localities to take measures to mobilise all resources for best development investment.
