Forest contracts should be made for the people and it is essential to provide enough food and plants and animals for them, said Prime Minister Nguyen Tan Dung at a mid-November cabinet meeting held in Hanoi on November 18.

Cabinet members discussed the implementation of poverty reduction programmes and sustainable development in the 61 poorest districts in the country.

The poorest districts have a population of more than 2.4 million, presenting a poverty rate of 50 percent, most of whom belong to ethnic minority groups with per capita income of 2.5 million per year. This income level is only equivalent to one third of that in rural areas.

Cabinet members stressed the need to develop specific policies, mechanisms and measures regarding production, job creation, education development, vocational training, human resources and infrastructure development with the aim of supporting poor districts until 2020.

The government leader said that poverty reduction programmes should focus on enhancing labour export and generating more jobs while developing education and training and launching more youth movements to support poor people.

On the occasion, cabinet members also gave opinions on building an anti-corruption strategy through a long-term, overall programme until 2020, and concretizing the resolution adopted at the third Party Central Committee conference on the implementation of the Anti-Corruption Law.

They adopted amendments to Article 10 of the Population Ordinance and Article 6 of the Ordinance on Natural Resources Taxation for submission to the National Assembly Standing Committee.
