The multi-dimensional bill, consisting of six chapters with 38 articles, aims to boost research and development, and the application, import and transfer of high technology and a hi-tech industry, and to intensify investment in hi-tech parks.

Many legislators said Vietnam has enormous potential for developing a strong hi-tech industry, especially in bio-technology.

However, they have called for investment in material supplies and human resource development.
The Ministry of Science and Technology said the country has conducted research into four key hi-tech industries, namely information technology, bio-technology, new material technology and automation technology.
The application of high technology to agriculture and fisheries has brought in thousands of billions of Vietnamese dong in annual profits.
In agriculture alone, a network of 12 hi-tech parks has spread nationwide to apply high technology to the traditional sector.

In addition, several other parks or centres that apply high technology to agriculture have been put into operation or are under construction. They include the Hanoi Vegetables and Fruit Technique Centre, a bio-technology centre and a saline water fish breeding nursery in Ho Chi Minh City, and an agricultural hi-tech application centre in the southern province of Bac Lieu.
