The Vietnam Civil Aviation Administration (VCAA) said that it has revoked the flight licences of the captain and other crew members of flight HVN545 for violating flight communication rules over the airspace of three Eastern European countries.

VCAA said the incident occurred on April 17 when a Vietnam Airlines Boeing 777 codenamed A149, with over 200 passengers aboard, lost communication for 65 minutes over the airspace of the Ukraine, Poland and the Czech Republic.

When the aircraft entered the airspace of the Czech Republic, it made no reply to communication signals sent by the country's air traffic control stations for 25 minutes.

The Czech Republic Air Force, therefore, sent two combat planes to flank the Vietnamese passenger aircraft and sent signals for it to land immediately. Only at that point did the two pilots turn on the communication system.

Head of the VCAA Safety Standards Department Duong Van Thao blamed the problem on the plane crew for not following flight communication rules over the Flight Information Regions (FIR) of Kiev-Warsaw-Prague.

Do Dinh Ninh, Head of the VCAA Flight Operation Management Department, said this was the first such incident for Vietnam Airlines, although it is not an uncommon occurrence throughout the world. The Vietnamese FIR itself has seen many foreign planes in similar situations, he said.
