Despite facing difficulties, Hanoi’s socio-economic development yielded important results in the first half of this year. The city’s GDP growth rate of 11.2 percent was considered a high growth during recent years.

The 13th Hanoi Municipal People’s Council opened its 9th session in Hanoi on July 10 in the presence of National Assembly Vice Chairman Truong Quang Duoc, Secretary of the Hanoi Party Committee Pham Quang Nghi and representatives from 14 districts and wards of the city.


Addressing the meeting, Chairman of the Hanoi Municipal People’s Council Ngo Thi Doan Thanh said despite facing difficulties, the city’s socio-economic development yielded important results in the first half of this year thanks to tremendous efforts by municipal authorities and strict supervision by people. The local economy continued to increase with a GDP growth rate of 11.2 percent and a total social investment level of more than VND19.17 trillion, up 17.6 percent. Notably, as many as 125 foreign investment projects were licensed for operation and approved for capital increases. Of that number, some were large-scale projects such as a project to build an office, department and hotel complex Keangnam worth US$500 million and a five-star hotel Charmvit project valued at US$80 million.


Budget collection hit nearly VND22.3 billion, up 40.5 percent from a year earlier.


Remarkable progress was made in the social and cultural fields through diverse activities such as launching the “Studying and following late President Ho Chi Minh’s moral example” movement, marking the 60th anniversary of War Invalids and Martyrs Day, implementing labour market development projects, reinforcing administrative reform and combating corruption.


In addition, the city’s external relations activities were also intensified as many cooperation agreements with Seoul (the Republic of Korea) and Yunan province (China) were signed. Meanwhile, social order and safety were maintained, especially during the 11th National Assembly Election. However, the session pointed out shortcomings and weaknesses in ensuring growth quality and streamlining administrative procedures.

Meanwhile, the hi-tech service sectors such as education and training, healthcare and science and technology have not yet developed in line with their potential. In particular, violations of regulations on urban development, land management and environmental protection remain hot issues while projects to build Vinh Tuy bridge and to mark the 1,000th anniversary of Thang Long-Hanoi were implemented at a slow pace.


Speaking at the session, Secretary of the Hanoi Party Committee Pham Quang Nghi stressed the important role of the city People’s Council in fulfilling the city’s socio-economic targets.


In the coming period, the city People’s Council will focus on some important programmes, including improving the investment environment, boosting socio-economic development in the city, implementing the city’s proposal to develop the city’s economy after Vietnam becomes a member of the World Trade Organisation, continuing to equitise State-owned enterprises, enhancing State management in urban development, and facilitating the construction of works to celebrate the 1,000th anniversary of Thang Long-Hanoi.


The People’s Council will continue to help improve the quality of education, caring and treating people, address social issues and job generation, and mobilize people to take part in the “Paying debts of gratitude” to support families of invalids and martyrs in the capital.


Secretary Nghi added that the city People’s Council will increase measures to maintain social order and security, implement the Residence Law, and continue to make changes in the fight against corruption and wastefulness.


The People’s Council needs to further renew to successfully fulfil the resolutions of the People’s Council, continue to make contacts with people to understand their wishes, actively deal with pending issues and promote the people’s right to mastery of society, Mr Nghi said.


The session will consider and decide a number of important issues. In the morning, the People’s Council listened to a report from the People’s Committee on the implementation of the People’s Council’s resolutions on socio-economic development, security and national defense in the first half of the year and reports from relevant agencies on their performance in the past six months and plans for the second half of the year.
