During the two-day seminar on administrative reform in the inspection sector, participants spoke of the need to clarify the tasks of administrative agencies, classify management levels and boost the process of administrative procedure reform.

The seminar, which was held on November 1 and 2, attracted the participation of leaders of the Government Inspectorate and experts from Singapore and the UK.


Delegates discussed a number of topics, including the resolution of the 5th Party Central Committee on administrative reform, experiences in administrative reform from other countries and plans for administrative reform of inspection agencies in the 2007-2010 period.


Participants said that administration and corruption have a close relationship. Corruption occurs due to unclear policies, mechanisms and management as well as a lack of ethics on the part of State cadres.


Regarding the administrative reform of the Government Inspectorate in the 2007-2010 period, participants proposed institutional reform, improving the skills of staff and modernising administration. They also stressed the application of science and technology advancements, particularly information technology, in inspection activities to avoid corruption.
