On May 26, the Human Resource Development Working Group (HRDWG) and Committee on Trade and Investment (CTI) continued their working sessions while the APEC Counter-Terrorism Task Force (CTTF) opened its first meeting.

The CTTF meeting will last two days. It reviews the implementation of declarations that ministers and leaders of APEC-member economies made in Bangkok and Santiago and plans to implement new regulations in the Busan Declaration; evaluates the need for countering terrorism and technical support programmes; and develops the region’s anti-terrorism capacity. The meeting will also evaluate cooperation on countering terrorism among member countries and discuss new initiatives such as food protection and aviation security, financial support plans for anti-terrorism, a guidebook on anti-terrorism in APEC and Secure Trade in the APEC Region (STAR).


The Informal Experts' Group on Business Mobility (IEGBM) in its final session on May 25 discussed the APEC Business Travel Card (ABTC) programme, which exempts APEC businesses who hold valid three-year cards from entry and exit visa requirements within APEC-member economies for a maximum of 60-day stay.


As of May 2006, 17 APEC-member economies have joined the ABTC programme, including Australia, Brunei, Chile, Hong Kong (China), Indonesia, Japan, the Republic of Korea, Malaysia, New Zealand, Papua New Guinea, Peru, the Philippines, Singapore, Chinese Taipei, Thailand and Vietnam. Although Vietnam joined the programme, it is still undergoing a trial period so the country has not granted cards.
