President Ho Chi Minh was a National Assembly (NA) deputy from 1946 to 1969. In the elections of all those NAs, he was recommended to stand for election in Hanoi. He won the elections with a majority of votes. Ho Chi Minh was an exemplary deputy of the people.

At the end of 1945, Vietnam prepared for the general election of deputies to the first National Assembly (NA). People on the outskirts of Hanoi suggested that President Ho Chi Minh  not stand for election, while people from other localities appointed him a NA deputy. Uncle Ho showed his consideration and sent a letter of reply. He wrote, “I am deeply moved by your love and proposal. However, as a citizen of the Democratic Republic of Vietnam, I can’t be an exception to regulations of the General Election.”

He further wrote to the people, “Thank you for your warm sentiments. I require that all our compatriots fulfill the tasks of a citizen in the coming General Election”.


Speaking at the Hanoi People’s Congress to welcome candidates for the election of Hanoi deputies to the second National Assembly, he pointed out, “We understand that it is a great honour to be a candidate for the election. Those who either win or lose the election will all feel encouraged and thank you, people”… “The elected deputies to the second National Assembly will try their best to be worthy and loyal servants of the people. They must be industrious, thrifty, upright, incorruptible, public-spirited and selfless, and wholeheartedly serve the country, the people and socialism”.


Addressing the Hanoi People’s Congress to welcome candidates for the election of Hanoi deputies to the third National Assembly in 1964, Uncle Ho sincerely said, “I have been elected to the National Assembly for many terms. I should have resigned to make room for the younger generations to shoulder the work. However, while the southern compatriots are fighting and sacrificing for national independence and freedom, I can’t lead a leisure and idle life. So, I must strive harder to build socialism in the north and struggle for national reunification”.


Uncle Ho drew candidates’ attention to the fact that the number of NA deputies was limited so, “Some candidates will be elected and some won’t. However, I think both of you will feel honoured as you are trusted and recommended by the people. So, being elected or not, we must be loyal servants of the people and wholeheartedly serve the people”.


Ho Chi Minh reminded the NA deputies to avoid the following mistakes.

1. Abuse of power to arrest or confiscate people’s properties, causing complaints and grievances.

2. Imperious and bossy to the people, despise the public and forget that they were elected to work for the people.

3. Corrupted, appropriating public property and neglecting rightness and morality. If a NA deputy, his wife and children all use a public car for a private business, who will pay for its cost?

4. Ganging up and stirring up factionalism.

5. Sowing division and disunity.

6. Self-importance: They should not think they are Gods working in Government agencies and look down upon the people, turn up their faces as “revolutionary mandarins” without knowing that that arrogant attitude will make them lose the people’s trust and harm the Government’s image”.
