Legally-registered foreign companies which have been operating since 2005 can have job advertisement if they have US$18,750 in registered capital, an office and at least five staff with a college-level certificate.

According to the Ministry of Labour, Invalids and Social Affairs' new proposal on job creation, businesses licensed by the Ministry of Planning and Investment, must have approval from the local Labour, Invalids and Social Affairs departments to start operation.
