The current National Assembly approved the draft laws on legal assistance and securities with an overwhelming vote at its plenary session in Hanoi on June 23. These were the last two draft laws approved by the legislature in its law-making programme set for the session.

With Vice NA Chairman Nguyen Van Yeu in the chair, head of the NA Committee for Legal Affairs Vu Duc Khien presented a report on amendments to the draft law on Legal Assistance, which were discussed on June 19.

In the previous sessions, deputies proposed adding women and Agent Orange victims to the list of beneficiaries of legal assistance services.

In its report, the NA Standing Committee held that beneficiaries mentioned in Article 10 of the draft law are poor people, people who have rendered great services to the nation, elderly people, people with disabilities, orphans and ethnic minority people living disadvantaged regions. The committee said the draft law ensures the inheritance of the current law, the consistency of social policies, and the practical capability of the State budget.

After being approved, the Law on Legal Assistance has seven chapters and 52 articles and will come into effect as of January 1, 2007. The law clarifies the beneficiaries of legal assistance, individuals and organisations involved in the service, legal assistance activities and the State management of legal assistance.

Later, with Vice NA Chairman Truong Quang Duoc in the chair, head of the NA Committee on Economics and Budgetary Affairs Nguyen Duc Kien presented a report on amendments to the draft law on securities, which was discussed on June 20. One of the heated discussions among deputies is about the legitimate position of the State Securities Commission.

After discussing pending issues, 79.31 percent of the deputies agreed with Article 7 which says: “The Ministry of Finance is responsible before the Government in terms of the State management of securities and the securities market”. About 74.24 percent of the deputies agreed with Article 8 which covers the tasks and rights of the State Securities Commission.  

The approved Law on Securities has 11 chapters and 136 articles and it will come into force as of January 1, 2007.

In the morning, the NA approved the resolution on key national projects and Technical Standardisation Law

As a result, the current NA session has completed its law-making programme by passing two resolutions and nine draft laws.

On June 24, NA deputies will consider the issue of Government personnel.
