Vietnam’s representative to the UNSC expressed deep concerns about the indiscriminate and excessive use of force against civilians, widespread attacks against civilian targets, and obstacles to providing humanitarian aid to civilians in conflict areas.

At the UNSC open debate on the protection of civilians during armed conflicts, the third of its kind this year, in New York on Nov. 11, Ambassador Le Luong Minh condemned these kind of inhumane actions and called for all concerned parties to strictly adhere to their obligations to protect civilians in armed conflicts in line with international humanitarian and human rights laws.

Apart from states for primary responsibility for protecting their population, the Vietnamese representative stressed the important role played by the UN, regional organisations and the international community in supporting and assisting States in conflict through mediation and humanitarian assistance.

He called for greater cooperation and the holding of more talks between nations and among UN agencies to maximize the protection of civilians.

The ambassador underlined that protecting civilians in armed conflict s should be approached from a holistic perspective and that protective measures for civilians can only work when their needs for subsistence, education, and healthcare are met.
