National Assembly Chairman Nguyen Van An and his entourage successfully concluded a Latin America tour on March 19. The visit demonstrated Vietnam’s determination to do its utmost to tap the potential of co-operation with Latin American nations and Cuba.

Mr An’s speech delivered at the plenary session of the Venezuelan Parliament highlighted late President Ho Chi Minh and Venezuela’s national hero Simon Boliva’s immortal words about freedom and independence and was highly applauded.


The visit contributed to the friendly and co-operative relations between Vietnam and Latin American nations under the framework of bilateral and multilateral co-operation.

During the visit to Brazil, senior leaders of the Brazilian Government and Parliament asserted that Vietnam-Brazil relations are developing well and Brazil considers Vietnam a bridge for it to further strengthen co-operation with Asia in general and the ASEAN bloc in particular.  


Brazil's Representative House Speaker Jose Aldo Rebelo Fiqueredo said he will led a delegation to visit Vietnam this year to seek business opportunities and strengthen trade and economic co-operation. The two countries will pay greater efforts to further promoting co-operation and business exchanges.


At talks with Argentina’s Vice President and Speaker of the Senate Daniel Osvaldo Scioli, the two legislation organisations agreed to urge their two governments to quickly resolve remaining issues to develop economic relations to be on par with political relations. The two side also agreed to establish a joint committee based on agreements between the Argentina Chamber of Commerce and the Vietnam Chamber of Commerce and Industry to overcome information shortages, one of the factors causing a reduction in two-way trade turnover between the two countries.


Mr Scioli said he considered the event a foundation to expand co-operation between the two parliaments and countries. The Argentinean Parliament is willing to promote relations between the two governments for mutual benefit.


Deputy Speaker of the Senate of Argentina Hecnando highly valued the Vietnam National Assembly’s great efforts to develop and complete its legal system to meet the requirements of international integration. Mr Hecnando said Argentina can be a bridge to help Vietnamese goods enter the Southern America market.


During talks with Cuban President Fidel Castro Ruz, Vice President of the State Council and the Council of Ministers Raul Castro and National Assembly Chairman Ricardo Alarcon, the two countries affirmed that they will stand side by side in any difficult circumstance. Both sides also agreed to take measures to promote economic relations in a comprehensive and effective way.


Deputy Chairman of the NA External Relations Committee Nguyen Ngoc Tran said apart from promoting political relations, through the visit, the Vietnamese NA delegation has become aware of shortcomings in trade and economic co-operation, which need to be overcome by proper measures.


The visit to Cuba and Latin American countries by the Vietnamese NA delegation is of great significance in terms of preparations for the upcoming 10th National Party Congress. The Party and the State affirmed Vietnam’s consistent foreign policy of diversification and multilateralisation of international relations. Despite geographical distance, these countries have supported Vietnam in the national liberation cause and have great potentials for further economic co-operation in the short and long-term.

Therefore, the visit will contribute to further strengthening friendship and co-operation with Cuba and Latin America and expressed Vietnam’s determination to tap co-operative potential for the sake of each country and for peace, stability and development in the region and in the world.
