Fourth NA session opens in Hanoi

(VOV) - The 13th National Assembly (NA) opened its fourth session in Hanoi on October 22 with a focus on important national issues including socio-economic plans for 2012 and 2013.

In his opening speech, NA Chairman Nguyen Sinh Hung praised the significant achievements the country has recorded over the year in controlling inflation, stabilizing the macroeconomy, ensuring social welfare, maintaining reasonable growth along with renewing the growth model and restructuring the national economy.

However, the NA Chief also pointed out difficulties and challenges the country is facing such as low economic growth, high risk of runaway inflation and lax management over the market that have negative impact on people’s lives.

He emphasized the need to take effective measures to fulfill all targets set for this year thus giving fresh impetus to ensuring sustainable growth in the years to come.

The NA Standing Committee has guided NA agencies and relevant organization to make amendments and supplements to improve the quality of the fourth session and the operational efficiency of the NA, Hung said.

The NA leader asked lawmakers to have a higher sense of responsibility, and rack their brains for qualitative opinions that meet people’s expectations.

At this session, the NA will consider the Government’s report on the implementation of socio-economic plans for 2012 and 2013, the execution of the State budget for 2012 and budget estimation for 2013.

NA deputies will hear a government report on the implementation of plans for socio-economic development this year and next.

Lawmakers will also give comments on the draft revisions to the 1992 Constitution and a number of important draft laws which will be made public for feedback.

They are expected to pass nine bills and two resolutions and give opinions on amendments to the 1992 Constitution, the Anti-Corruption Law (revised), a resolution on procedures to conduct votes of confidence for positions elected and approved by the National Assembly or local People’s Councils and the Law on amendments and supplements to some articles of the Personal Income Tax Law.

They will spend 10 days examining reports by the government, the Supreme People’s Court, the Supreme People’s Procuracy, the Vietnam Fatherland Front (VFF), the NA Standing Committee and other NA committees.

Q&A sessions will be held in two and a half days.

The legislative body has decided to raise the number of live radio and television broadcasts of its debates on important issues to 13, five more than in the previous session.

After NA Chairman Hung’s speech, PM Nguyen Tan Dung presented a government report on the implementation of socio-economic plans for 2012 and 2013.

The focus of the report is on budget collection, business operations, industrial and agro-forestry-fishery production and other efforts to curb inflation and stabilize the macroeconomy through tighten fiscal and monetary policies.

The President of the VFF Central Committee, Huynh Dam, presented a report on voter opinions and proposals.

The NA Committee for Economic Affairs gave an appraisal report on the implementation of socio-economic plans for 2012 and 2013.

Also on the morning of October 22, NA deputies heard a report on corruption prevention and control in 2012 and an appraisal report on the same issue.
