New outbreaks of the foot-and-mouth disease were reported in 18 villages of nine districts on May 22-23 with 263 cows and buffaloes and 93 pigs infected with the illness and newly affected provinces are Ha Nam, Hai Phong and Kien Giang, said the Veterinary Department under the Ministry of Agriculture and Rural Development.

Currently, 421 villages of 143 districts in 38 provinces nationwide have not passed the 21-day deadline for prevalent diseases including Hanoi, Vinh Phuc, Hung Yen, Cao Bang, Bac Kan, Ha Giang, Yen Bai, Quang Ninh, Thai Nguyen, Hai Duong, Phu Tho, Hoa Binh, Son La, Lai Chau, Quang Tri, Nghe An, Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Kon Tum, Gia Lai, Dak Lak, Dak Nong, Lam Dong, Ninh Thuan, Can Tho, Soc Trang, Dong Thap, Tra Vinh, Hai Phong, Ha Nam, Bac Lieu, An Giang and Kien Giang.

Among the infected animals are 17,035 cows, buffaloes and 18,150 pigs. So far, 204 cows and buffaloes and 11,989 pigs have been culled.

*** The Ministry of Finance on May 24 issued the circular on financial regulations to help prevent foot-and-mouth disease. There are different levels of support for those involved in the prevention work against the disease, according to the circular.

Full payment for the purchase of vaccines including the cost of transport to the worst-hit areas is taken from the central budget.

As for localities with low spending on prevention work (below VND1 billion), they are allowed to use the local budget at their disposal.
