Many voters and people said that while people must have a lot of difficulties earning money to contribute to the State budget, the management of the State budget and assets has proved to be ineffective, resulting in corruption, wastefulness and degradation of virtues among State officials.

The Central Committee of the Vietnam Fatherland Front in co-ordination with the Standing Committee of the National Assembly (NA), recently finalised a report gathering a total of 1,733 opinions and petitions from voters and people at the current ninth session of the 11th NA.

The report will be submitted to the NA on June 17.

Anti-corruption, thrift practice and anti wastefulness
The majority of voters and people are very indignant at the recent serious corruption cases relating to many State officials, even senior officials and sectors at different levels.

In terms of investment and construction, a number of big corruption cases were detected such as the case of tourism resort construction in Khanh Hoa, the case of the Hai Phong Port project upgrade (second phase) and the case of equipment purchase for 38 post offices. The most typical case is the scandal of Project Management Unit No 18 (PMU18).

Many voters and people said that while people must have a lot of difficulties earning money to contribute to the State budget, the management of the State budget and assets has proved to be ineffective, resulting in corruption, wastefulness and degradation of virtues among State officials.

They asked the National Assembly, the Government and judicial agencies to duly deal with corruption cases, especially the PMU 18 scandal, by clarifying the responsibilities of the Minister of Transport and relevant ministries and sectors in managing and using capital sourced from the State budget, foreign aid and particularly ODA funding.

They also underscored the need to conduct confident votes for NA-elected senior officials related to corruption and waste cases and select qualified people for important positions in the State apparatus.

Voters also proposed the Government check and strictly punish corruption and wastefulness in land management and using, and speed up administration reform and granting land use rights for local people. Voters said that many localities took back land to build industrial zones and new urban areas but have not yet used it while farmers lack land for cultivation and jobs. Compensation for resettlement is not transparent, making local people discontented and leading to many complaints.

Voters and citizens urged the Government to strengthen the supervision of the National Assembly, NA National Standing Committee, Ethnicity Council, NA Committees, NA delegations and NA deputies and the implementing of Anti-corruption Law and Law on Thrift Practice and Waste Elimination, which was effective as from June 1, 2006. In particular, people called for greater supervision of resolving the corruption and wastefulness cases which have been detected.

People’s life
Since the beginning of the year, the prices for gold and petrol have jumped to high levels, leading to increases in the prices of some necessary goods and affecting production and people’s daily life.

Voters and people asked the Government to implement measures control prices, especially for the prices of strategic goods, check fake and low-quality goods, and continue to build irrigation system for mountainous and midland regions.

While Vietnam has not yet recovered from the impacts of the bird flu, the country is facing the risk of foot-and-mouth disease, which has broken out in many provinces, causing great losses for local people. Voters and people, therefore, have urged the Government to work out measures to control and stamp out the disease.

Regarding the aftermath of the Typhoon Chanchu, the Government was asked to enhance the efficiency of forecast work and plans to minimise human and property losses due to natural disasters.

The whole country now has more than two million households living under the poverty line, nearly half a million of which live in the mountainous, remote and far-flung areas.

Recently, the Government proposed Programme 134, while the Vietnam Fatherland Front launched the movement “Day for the poor” with the aim of improving the lives of poor people. However, voters and people expressed their hope that the Government continue to assist poor households by building more houses suitable for each region in the country.

Rising basic salaries is another problem of big concern. Voters and people said that though the basic salary has been increased during the year, it fails to catch up with the fast development of market prices, affecting the lives of a large number of households living on the basic salary.

Together with opinions and petitions across the country, voters and people have listed a number of issues which have not yet been resolved, including the granting of private tuition, text books, learning tools, giving medical check-up and examinations for the poor, vaccine management and usage, traffic accidents, social evils, and women and children trafficking.
