Deputy Prime Minister Truong Vinh Trong unveiled the plan while chairing a meeting in Ho Chi Minh City on July 15 to seek solutions to the situation in which people from other localities rushed to the city to lodge petitions.
Representatives of central agencies, ministries and localities concerned reported that most of the petitions involve housing, land and compensation policies.
The deputy PM said local party committees, the authorities and mass organisations must join hands to solve the public's complaints and petitions promptly in line with the law.
He stressed that the practice of democracy should be promoted while law enforcement should be reinforced to prevent social disorder in the city.
The Deputy PM ordered relevant ministries and sectors to continue improving mechanisms, policies and legal systems so they can deal with new problems arising during the development process.
