Prime Minister Nguyen Tan Dung has asked the Ministry of Planning and Investment (MPI) to make greater efforts to ensure that Vietnam will achieve a GDP growth rate of 9 percent and keep the consumer price index below the GDP rate in 2008.

Mr Dung assigned the task to the MPI at a national conference in Hanoi on November 30.


According to the PM, 2008 is an important year of the 2006-2010 socio-economic development plan. Therefore, he said Vietnam will strive to fulfill targets set for the whole five-year period in 2008, including reaching a GDP per capita of US$960 and reducing the poverty rate to below 12 percent.   


To this end, he said the sector must help the country ensure steady growth, stabilize the macro-economy, balance supply and demand of the economy, and improve the physical and spiritual lives of people, particularly those living in remote and mountainous regions.


He said that the sector should focus on developing human resources, especially vocational training, considering it a breakthrough for economic development. In addition, it should accelerate administrative reform and quicken the disbursement of official development assistance (ODA) capital, while ensuring national defence and security and reducing traffic accidents in Hanoi and Ho Chi Minh City.


In his report, MPI Minister Vo Hong Phuc said that in 2007 the national economy has continued to develop steadily, reaching a 10-year record high of 8.5 percent. The agro-forestry and fishery sector has achieved an increase of 3.5 percent, the construction and industrial sector (10.6 percent), and the services sector (8.7 percent). Total social investment capital was estimated at VND464.5 trillion, representing an increase of 16.4 percent from last year and making up 40.6 percent of total GDP. Of the total amount, the population and private sector has made up 34.4 percent (up 19.5 percent) and the foreign direct investment sector 16.5 percent (up 17.1 percent).


In addition, progress has also been made in social affairs, especially in poverty reduction to catch up with the implementation of other millennium development goals. The rate of poor households has dropped to 14.7 percent, lower than the set target of 16 percent.


However, Mr Phuc pointed out weaknesses of the national economy, including the poor quality, efficiency and competitive capacity of sectors, products and businesses, the slow pace of labour restructuring and a rather high rate of import surplus. In addition, the high consumer price index has affected business production and people’s daily lives.


Minister Phuc said that in 2008 the sector will strive to help the nation achieve a high and steady economic growth, increase the competitiveness of the economy, accelerate administrative reform and investment environment and develop the infrastructure system. In addition, he said it will further develop human resources, step up research and application of sci-tech advances and raise people’s living conditions.
