Mr Manh stressed the importance of the personnel work in building and strengthening Party organisations at a national conference in Ho Chi Minh City on February 12.

He said that one of the key tasks of Party organisations in the coming months is to prepare line-ups for grassroots-level Party congresses and the 11^th national Party Congress.

According to Mr Manh, Party building work has not kept up with national socio-economic development, and Vietnam still lacks competent officials capable of making good forecasts and tackling complicated issues.

He asked Party committees and organisations to grasp the goal of building the contingent of cadres, along with renewing Party leadership.

“The current situation requires cadres to have a firm political stance, be faithful to the Party and people, sacrifice for the nation, pursue the goal of national independence and socialism, and have good ethical virtues and leadership capacity,” said Mr Manh.  

The Party leader reminded them to be highly vigilant against dark schemes, including “peaceful evolution,” launched by hostile forces in an attempt to undermine national unity.

He asked for an appropriate personnel structure to be set up in Party organisations to ensure continuity between generations of officials. He proposed laying down criteria for appraising officials and providing mechanisms for Party members and people to oversee them.  

Mr Manh said it is necessary to renew the process of introducing personnel to the leadership of State administrations, with a particular focus on young, female and ethnic leaders, and the rotation of leaders.  

He asked Party organisations to continue to increase their leadership capacity and combative strength as well as the quality of Party members, so as to make a breakthrough in their operations.

He also called for a greater effort to study and renew Party membership work with a view to admitting private employers to the Party.
