NA Standing Committee wraps up eighth session

The eighth session of the 14th National Assembly’s Standing Committee concluded on March 21 after working on a Government’s decree on rescue activities of the fire-fighting force.

The document aims to timely deal with current shortcomings in the field and promote the efficiency of the activities in new period.

Statistics show that between 2001-2015, over 444,300 fires, explosions, traffic and labour accidents and other incidents occurred, killing 177,587 people and injuring 343,340 others.

Addressing the closing ceremony, NA Chairwoman Nguyen Thi Kim Ngan said that the NA Standing Committee completed its agenda by approving two resolutions and giving comments on five bills: the Bill on Tourism (revised), the Railway Bill (revised), the Bill on Technology Transfer (revised), the Bill on Planning, and the Bill on Foreign Trade Management.

The bills will be finalized and submitted to the NA for debate during the third session in May this year.

Due to differences in opinions on the draft Law on Planning, the committee assigned the NA Economic Committee to collaborate with relevant agencies to continue completing the bill and submit it to full-time NA deputies’ upcoming conference and the committee for discussion in April before sending it to the NA’s third session.

Meanwhile, the NA Standing Committee also discussed four bills to be introduced to the NA at the third session for the first time, including the Fisheries Law (revised), the Law on Forest Protection and Development (revised), the Law on Public Debt Management (revised), and a bill on amendments and supplements to some articles of the Law on Denunciation. 

The committee also debated a draft joint resolution of the NA Standing Committee, the Government and the Presidium of the Vietnam Fatherland Front’s Central Committee on the Vietnam Fatherland Front Law’s Articles 27 and 34 on methods of social supervision and feedback.

At the same time, the committee also gave ideas on the maximum fine to administrative violations in some areas of foreign relations and international cooperation. Accordingly, the committee agreed with the Government on a maximum fine of VND30 million for foreign non-governmental organizations in Vietnam committing administrative violations, and VND20 million for individuals violating the organization of meetings and seminars.


The committee also discussed the autonomy plan of the Institute for Legislation Study.

NA Chairwoman Nguyen Thi Kim Ngan asked members of the committee to promptly prepare contents for the ninth session in April.
