The seminar presented an opportunity for both sides to exchange experiences in the process of reforming the institutions of scientific and technological organizations, helping to raise the effectiveness of their operations. 

Dinh Viet Bach, from the Department of Personnel-Organization under the Ministry of Science and Technology, said the exercise of the autonomous mechanism aimed to strengthen responsibility and enhance the proactiveness and creativity of scientific and technological organizations, while promoting the combination of scientific research, technological development, manufacturing and training. 

Delegates concentrated on exchanging experiences, figuring out the advantages, difficulties and lessons during the process of institutional transformation with a view to improving the role of science and technology in the modern economy.
