Implementation of the Paris Agreement accelerated through joint efforts

VOV.VN -Achieving the climate targets that Vietnam has set itself under the Paris Agreement will require substantial efforts from the government as well as international support.

To ensure joint and concerted action, the Ministry of Natural Resources and Environment (MONRE), the Ministry of Planning and Investment (MPI), the NDC Partnership, and the German Development Cooperation Agency GIZ, commissioned by Germany’s Federal Ministry for the Environment, Nature Conservation, and Nuclear Safety (BMU), co-organised an international workshop on November 7.

The objective of the workshop was to coordinate the effective use of resources for measures aiming at reducing greenhouse gas emissions and to prepare for the impacts of climate change. MONRE and MPI presented priority areas calling for support from development partners.

In great success, participants concluded to initiate an NDC Implementation Platform, for future results-oriented dialogues between development partners and line ministries on targeted support to accelerate PIPA implementation.

“Today’s event was an impressive demonstration of two factors that are key to achieving our common goal under the Paris Agreement: first, substantial resources can be raised for the cause, and second, coordinated course of action is possible,” Mr. Pham Van Tan commended after the workshop.

Representatives from different development partners discussed specific support for actions under Vietnam’s Nationally Determined Contribution (NDC).

This process of concerted action on climate change was the first of its kind in Viet Nam. It was facilitated by the NDC Partnership, an international initiative that aims to enhance cooperation so that countries have access to the technical knowledge and financial support they need to achieve large-scale climate and sustainable development targets as quickly and effectively as possible. Basis for the support from development partners is Vietnam’s Plan for Implementation of the Paris Agreement (PIPA). It provides 68 specific tasks that will ensure the achievement of Vietnam’s NDC.

About the NDC Partnership

The NDC Partnership is a global coalition of countries and institutions committed to transformational climate action, co-chaired by the Federal Republic of Germany and the Kingdom of Morocco. The Partnership has grown to 84 member countries, 19 institutional members and seven associate members since its launch in November 2016. The NDC Partnership is supporting more than 30 developing countries to enhance and implement their NDCs through technical assistance, capacity building, knowledge sharing and access to finance. To keep track of the progress of actions under the PIPA, MONRE, with support from the German Development Cooperation Agency GIZ, presented a comprehensive monitoring framework. Line ministries and relevant agencies will report on task-specific indicators, in a process facilitated by an online platform (“NDC Portal”). GIZ showcased a prototype of the digital solution that will enhance transparency and effectiveness in reporting alike.

In a global response to address climate change, Vietnam and 178 countries have pledged greenhouse gas (GHG) emission targets under the Paris Agreement, the first ever international agreement under the UN Framework Convention on Climate Change (UNFCCC). NDCs are at the heart of the Paris Agreement and the achievement of its long-term goals, and embody efforts by each country to reduce national emissions and adapt to the impacts of climate change.

Vietnam had successfully submitted its first NDC in 2015, and is currently reviewing and updating its pledge to reflect current national developments since the adoption of the Paris Agreement.

Participants at the workshop included representatives from Units under MONRE and MPI, other relevant line ministries and agencies as well as embassies and development partners, non-governmental organizations, research institutes, and universities.
