Early on September 14, the centre of the eighth storm of the year, Koppu was located at 20 degrees north latitude and 116.1 degrees east longitude, nearly 650km east of Hainan island (China).

In the next 24 hours, the storm is forecast to move west to northwest with a wind speed of 20km/h. By 4am on September 15, the eye of the storm will be 21.0 degrees north latitude and 112.1 degrees east longitude with the strongest gusts of wind expected to reach gale force 9 or 10 (75 to 102km/h).

By 6.30am on September 14, border guards in the provinces stretching from Quang Ninh to Thua Thien-Hue fired flares to warn of the coming storm and worked tirelessly with local authorities to tell 31,465 vessels with 118,000 fishermen on board to find shelter. So far, there are still 15 vessels from the central province of Da Nang and 11 vessels from the central province of Quang Ngai operating in the Truong Sa (Spartly) area.

Currently, the High Command of Border Guard directed its officers from Quang Ninh to Binh Dinh to work with local authorities and people to update information on the storm and guide vessels to find safe havens. Army units send soldiers to help fishermen anchor their vessels and farmers to harvest their crops as well as overcoming the consequences of the seventh storm.

Nguyen Van Binh, head of the search and rescue department of the High Command of Border Guard, said that they have braced themselves against the tropical low pressure and the seventh and the eighth storms since early September.
