PM Chinh attends Asia Zero Emissions Community summit in Tokyo

VOV.VN - Prime Minister Pham Minh Chinh led a Vietnamese delegation on December 18 to attend the first summit of the Asia Zero Emission Community in Tokyo in Japan, with the participation of senior leaders of ASEAN member states, Japan and Australia.

In his speech, Japanese Prime Minister Fumio Kishida highlighted the significance of the first AZEC Summit as affirming that AZEC plays an important role in promoting innovation, whilst supporting the building of a transparent, flexible, strong, and reliable supply chain.

This helps to boost market expansion for clean energy and advanced technology, further spur the development and co-ordination of energy transition policies suitable to the situation and conditions of each country, whilst enhancing public-private partnerships and private-sector collaboration to accelerate the region's energy transition.

ASEAN member countries and Australia all highly appreciated Japan's initiative and organisation of the first summit, highlighting AZEC as an important forum for member countries to share information regarding each country's efforts, thereby maximizing the potential for regional co-operation to support regional nations in energy transformation appropriate to each country's circumstances. This is all while simultaneously pledging to closely collaborate to achieve all three goals of reducing carbon emissions, whilst ensuring energy security and economic growth in Asia.

​At the event, PM Chinh extended a strong message with the theme "Shared will, high determination and drastic action towards a developed Asia with zero net emissions".

He also pointed out the increasing impacts of climate change, thus requiring the international community to show determination and take practical actions to achieve the net zero emissions target.

With responsibility to the world and all people, Vietnam has carried out many drastic solutions with new awareness, thinking, methodology, and approaches as it seeks to implement commitments at the 26th UN Climate Change Conference (COP26), with a particular focus on devising national strategies and plans such as the National Climate Change Strategy, Green Growth Strategy, and the National Power Development Plan VIII.

Furthermore, the nation has announced the resource mobilisation plan to deploy the Just Energy Transition Partnership (JETP), building institutions and finalising the legal framework including the Petroleum Law, Land Law, and Electricity Law with a view to boosting the development of renewable energy according to market mechanisms, developing biomass electricity, and getting carbon certificates.

​To contribute to realising AZEC's goals, PM Chinh proposed that areas of co-operation need to be strengthened moving forward, with a specific focus on research, development, and diversification of clean energy sources and new technology. Indeed, this should be done while promoting technology transfer to ensure that clean energy sources are widely accessible, meeting affordability in the Asian region and ensuring clean energy transition suitable to each country’s conditions.

The Vietnamese Government chief underlined the need to further promote new climate finance mechanisms, public-private co-operation, collaboration in the private sector to create conditions for developing countries to access preferential capital sources, and bolstering ties in training high-quality human resources. Other efforts include applying smart management whilst fine-tuning modern, appropriate, and effective market institutions for each country.

The PM went on to affirm that with high determination and strong action, along with active and effective assistance from developed countries to developing countries, an Asia with net zero emissions will become a reality, bringing about prosperity to the Asian community and a sustainable future globally.

​On this occasion, PM Chinh met with his Singaporean counterpart Lee Hsien Loong.

The two PMs expressed their satisfaction with an exciting year full of practical activities celebrating the 50th anniversary of diplomatic relations and 10 years of the strategic partnership, especially high-level exchange visits.

PM Loong also hailed the foreign policy and economic management of the Vietnamese Government, demonstrated through impressive economic results in a multitude of fields, thereby creating a firm foundation for growth in the following years.

Both Government leaders consented to speed up the effective implementation of high-level agreements, including facilitating trade and investment, clean energy co-operation, education and training, and people-to-people exchanges. They will soon discuss contents towards upgrading the relationship to a comprehensive strategic partnership at an appropriate time.

They also agreed to concretise the established Green Economy - Digital Economy Partnership in the near future, expand the network of Vietnam- Singapore industrial parks (VSIP) to localities far from the centre of the country, and encourage the conversion of these zones from traditional VSIPs to smart, green, and low carbon emission industrial parks (VSEP).
