Urgent issues expected to be submitted to NA’s extraordinary session

VOV.VN - The 15th National Assembly (NA) will consider a range of important issues that will be submitted to the legislature by the Government for consideration and decision at the next extraordinary meeting scheduled to take place in the coming time.

NA Chairman Vuong Dinh Hue revealed this information at the sixth NA session that opened on December 8 in Hanoi.

The session is set to be divided into two parts, with the first one lasting from December 8 to December 10, whilst the second will take place from December 21 to December 22, NA Chairman Hue said.

Members of the committee will use the platform to debate the draft Law on amendments and supplements to a number of articles to several laws, including the Law on Public Investment, the Law on Public-Private Partnership, the Law on Investment, the Law on Bidding, the Electricity Law, the Law on Enterprises, the Law on Special Consumption Tax, and the Law on Enforcement of Civil Judgments.

Along with amending a number of articles in the laws, the NA will consider a scheme aimed at developing a range of mechanisms and policies relating to fiscal and monetary policy aimed at supporting the scheme on economic and social recovery and development.

It will also consider plans for the East North-South Expressway construction project ahead in the 2021 to 2025 period.

“The organisation of two meetings during the 6th session in order to have more time to complete and improve the quality of reports for submission to the NA for consideration and decision at its extraordinary session. If conditions permit, the special meeting is set to take place this year," said the top Vietnamese legislator.

The law amendment aims to remove a range of difficult obstacles and focus on necessary and urgent new contents in the context of ensuring both effective pandemic prevention and control measures take place alongside economic recovery and development.

With regard to solutions to support full adaptation, flexibility and economic recovery, the NA has authorised the NA Standing Committee to decide on a number of contents. However, this is an overall programme that is outside the five-year plan framework decided by the NA, therefore it must be carefully prepared prior to submission to the legislature for consideration, NA Chairman Hue emphasised.

Throughout the session, lawmakers will also provide opinions on the policy, content, and timing of the NA’s extraordinary session, he added.

Furthermore, they will also continue to dilate the Government's report on the implementation of social insurance and unemployment insurance management costs in the 2019 to 2021 period, whilst considering and deciding the level of social insurance management costs and unemployment insurance for the  2022 to 2024 period.

NA deputies will take time to consider the draft Resolution on amendments and supplements the Resolution which stipulate the functions, tasks, and working regulations of the Committee.

Moreover, the event will be a chance for them to consider and approve the Work Program of the NA Standing Committee in 2022, whilst evaluating the results of the implementation of the programme of foreign affairs and international co-operation in 2021.

The legislators are set to adopt the scheme of the NA Standing Committee relating to foreign affairs activities ahead in 2022. They will also give their various opinions on the programme of foreign affairs and international co-operation of the Council for Ethnic Minorities, NA Committees, the Secretary-General. National Assembly, friendship parliamentary groups, agencies of the NA Standing Committee, State Audit, and the NA Office.
