348 delegates representing Party members in An Giang attended the 9th congress of the provincial Party Committee on October 18 in the presence of State President Nguyen Minh Triet.

According to a political report presented at the congress, An Giang made significant achievements over the past five years. The province’s GDP growth rate enjoyed an annual increase of 10.34 percent and per capita income reached VND21 million (US$1,100), 250 percent more than the figure in 2005. Agricultural products contributed much to the province’s export turnover.

The report said An Giang is now the country’s leading rice producer with an output of 3.5 million tonnes per year.

The province also took advantage of its potential for historic tourism and border trade with four border gates. It was reported that export turnover reached US$3 billion in five years, much higher than the set target.

The provincial authority also paid much attention to increasing economic growth rate in ethnic minority areas through programmes and projects for poor ethnic people.

Speaking at the congress, President Triet highlighted the province’s achievements, especially in socio-economic development and the improvement in education and healthcare services.

However, industry was not adequately developed, he said. The business environment is not favourable for investors, and the people’s intellectual standards are still low.

He asked the congress to work out effective measures to make An Giang an industrial province.

The President said An Giang should focus on five key tasks including speeding up the industrialisation process, developing a high-tech agriculture, renovating the operations of the political system to maintain a closer relationship with people, improving the capacity for Party members, and building an all-people national defence system.

**On the same day, the provincial Party Committees of Bac Lieu, Hoa Binh, Ben Tre, Long An, Dong Thap, and Thanh Hoa opened with the participation of Party and State leaders and hundreds of delegates representing Party members in the provinces.
